I’ve disabled mod_pagespeed for individual sites on one server to conserve disk space. Is it safe to delete the /var/cache/mod_pagespeed directory? It currently has 26 GB of files, which is more than the sites themselves use.

Yes, it may be deleted. You may also move to charge it per-account by setting [pagespeed] => storage_persite to True, then run upcp -sb apache/modpagespeed.
