Literally just logged in after a fresh install.
I’m running into this exact same problem. Just installed ApisCP for the first time on Alma Linux 8, and I was following the installation process until it came to set credentials. Username went fine, put in the new password and got this error message. Now I can’t proceed any further because I can’t even access the panel.
You can set a new password via the CLI
cpcmd auth:change-password 'password'

Wow. I saw this error too a few days ago on a fresh install on Alma Linux 8. Setting username and password worked well enough that I could log into the panel, then I ignored the error and at some point during the first day it went away.
Perhaps it’s a timing issue? If you wait too long or not long enough the error interferes with changing the password? Goofy.
That’s definitely possible. It was taking a while to install so I left it running and went to bed. I picked back up a few hours later and immediately got this error when trying to create a password.
Run upcp
from command-line, or wait for nightly updates to occur. Fixed going forward for new installs.
